Ben Clark joins experts in an article from "THE BALTIMORE SUN" about the pros and cons of creating/instituting a statewide 311 network. With the 911 calls being burdened by important issues (e.g. potholes and trees falling down) that don't rise to emergency status (e.g. fires or a medical emergency), the 311 network is seen as a way to help relieve some of that burden on 911 operators.
